Joomla on Windows - Cant install templates/plugins/updates (JFolder::create: Could not create directory)

This could be fixed by going to the configuration.php file in the Joomla folder and changing

 public $tmp_path = '/tmp'

to

public $tmp_path = 'tmp'

(removing the "/")
